Virginia B. Evans

Experience

Virginia B. Evans is a member in Ober|Kaler's Government Investigations and White Collar Defense Group. She brings to her practice over 28 years of experience in health care and federal law enforcement.

Before joining the firm, Virginia was managing director of the health care practice of an international regulatory consulting and investigative firm. In that role she supervised national and international health care, pharmaceutical and academic medical center investigations, and led the group's strategic and business development initiatives. Virginia currently serves as a Compliance Expert for a large pharmaceutical manufacturer under a Corporate Integrity Agreement working directly with the Board. Earlier in her career, Virginia led the mid-Atlantic health care forensic practice at a Big Four accounting firm. She conducted compliance assessments of hospital systems, retail pharmacies, long term care facilities, joint ventures, research facilities, pharmaceutical and medical device companies reviewing False Claims Act, Stark and antikickback allegations and other risks. She managed IRO engagements for hospitals, home health, retail pharmacies, and pharmaceutical and medical device companies, and has provided compliance training under HHS-OIG Guidance and the FCPA. Her experience encompasses private and public health care organizations.

Virginia also spent 13 years with the U.S. Attorney's office for the District of Maryland, including two years as chief of the civil division, where she managed the ACE/health care fraud unit and financial litigation section. Under her supervision, False Claims Act settlements in Maryland exceeded $47 million in 2005. As an assistant U.S. attorney, she served in the civil and criminal divisions, and successfully prosecuted health care fraud, government-contract fraud, HUD fraud, income tax evasion, money laundering, narcotics trafficking and drug diversion, racketeering, financial institution fraud and FDA violations.
