William T. Mathias

Experience

William T. Mathias, an Ober|Kaler Health Law Group attorney, represents clients across the country in all areas of the health care industry, with a particular emphasis on fraud and abuse, internal and government investigations, and corporate compliance matters.

Bill’s practice focuses on advising clients on compliance with the federal antikickback law, the Stark physician self-referral statute and the federal civil monetary penalty provisions. He is responsible for conducting internal investigations; defending against government investigations and qui tam false claims cases; representing clients under Corporate Integrity Agreements (CIAs); and developing and auditing corporate compliance programs. He provides clients with practical guidance on federal and state regulatory and licensing requirements. He also has experience analyzing reimbursement questions and addressing HIPAA privacy matters.

Bill regularly works with clients to resolve matters through the OIG voluntary self-disclosure protocol. In addition, he has successfully obtained several OIG advisory opinions. Bill has experience advising health care providers facing exclusion from Medicare and other federal health care programs as well as health care companies that have employed excluded providers. He has a comprehensive understanding of the reimbursement, licensing and compliance issues affecting DME/HME suppliers, pharmacies, infusion companies and other "Part B" suppliers. Bill also negotiates contracts and develops cutting-edge health care business arrangements for Ober|Kaler clients.

Bill is a national leader on healthcare fraud and abuse and compliance matters. In 2008, he was selected by Nightingale's Healthcare News as an “Outstanding Healthcare Fraud and Compliance Lawyer.” He was chosen as a "Maryland Super Lawyer" for Health Care in 2012. He is a past vice chair of the American Health Lawyers Association’s Fraud & Abuse Practice Group and the American Bar Association Health Law Section’s Business & Transactions Interest Group.
