Chelsea is an associate in Ober|Kaler's White Collar Criminal Defense and Health Law Groups where she represents individuals and corporations in all phases of fraud investigation and litigation matters, including grand jury proceedings, pretrial motions and hearings, and defense at trial and on appeal. She also advises clients in all areas of the health care industry on compliance, regulatory, and fraud and abuse issues, and has particular experience in defending clients in matters arising out of the False Claims Act. She is also responsible for conducting internal investigations and assisting clients in making voluntary disclosures to state and federal law enforcement agencies. A former Assistant Attorney General in the Ohio Attorney General's Health Care Fraud and Special Prosecutions Sections, she has particular experience in Medicaid fraud matters, as well as state and federal appellate experience, and has argued before the Ohio Supreme Court.

Counsel to institutional pharmacies in a range of civil and criminal investigations, for allegations involving pricing, reimbursement and credit/return issues
Counsel to a nursing home operator under investigation by a state Medicaid fraud unit for allegations involving quality of care issues
Counsel to a national hospital system in relation to a voluntary disclosure to the Medicaid and Medicare programs
Counsel to nursing home chain in a parallel civil False Claims Act and criminal health care fraud investigation arising out of "quality of care" and "failure of care" allegations
Counsel to individuals subpoenaed to appear before a federal grand jury
Counsel to a global medical supply manufacturer and distributor in connection with a qui tam case
Counsel to a cardiologist under criminal and civil investigation for allegations of fraudulently performing unnecessary procedures
