  Experience  

Since 1981, Paul has devoted his practice to construction industry counseling and dispute avoidance and resolution. He represents owners/developers, contractors, subcontractors and design professionals in all matters related to the construction process. Paul has significant experience representing institutional owners including colleges and universities and health care providers. His extensive general counsel work includes drafting and negotiating design and construction contracts of all types, furnishing project advice and negotiating project disputes, and trial work concerning MBE, Davis-Bacon, OSHA and related matters. Paul’s dispute resolution experience include trials, arbitrations, administrative hearings and mediations. He has substantial experience handling government and private construction claims (commercial and industrial), mechanics' liens, design negligence and surety disputes. Paul has served as both a neutral and party arbitrator in domestic and international construction disputes and has acted as a mediator.

Paul is a past-member of the Construction Panel of Neutral Arbitrators of the American Arbitration Association.

Additionally, Paul has substantial experience representing providers of goods and services including construction services to the State of Maryland in bid protests and contract claims before the Maryland State Board of Contract Appeals.

Also, Paul represents manufacturers of durable goods in domestic and international commercial disputes and in product liability actions
